The capability test the IRF applies to determine whether your organization has built what its commitments require.
⛔️ A commitment is not operational because it is announced. It becomes operational when the organization has built the capability to deliver it.
PORTE is the
Capability Architecture
of the Integrated Resilience Framework. It tests whether an organization has actually built the conditions required to deliver what it says matters — across five dimensions:
P — Plans
Does the organization have a plan that organizes intention into a course of action? A strong plan clarifies what the organization intends to do, why it matters, what assumptions are being made, who is affected, and what risks must be managed.
O — Organizational Structure
Is there a structure for decision-making and accountability? Are roles, authority, and expectations clear? Does the structure support the work — or force people to compensate for its gaps?
R — Resources
Are there adequate resources — funding, time, technology, infrastructure — to deliver the commitment? A commitment without resourcing is a promise the organization cannot keep.
T — Training/Education
Do people have the training, shared understanding, and skills needed to execute? Training cannot repair missing structure, but structure without capability produces friction and failure.
E — Evaluation
Is there a process to know whether the work is effective and equitable? Without evaluation, the organization cannot learn, adapt, or demonstrate accountability.
Many organizations make commitments they have not built the capability to deliver. They announce equity initiatives without capability and strategic plans without decision-making structures. They create new programs without evaluation. The result is the
Values-to-Action Gap
— and the people closest to the work carry the cost.
PORTE prevents All Aces from selling into situations where the client wants transformation but only funds a workshop, wants repair but avoids accountability, or wants strategy without decision-making discipline.
For any commitment your organization has made (whether its a strategic priority, an equity goal, a community promise, a values statement) ask:

Do we have a plan that makes this concrete?
• O:
Do we have the organizational structure to carry it?
• R:
Do we have the resources to fund and sustain it?
• T:
Do our people have the training and shared understanding to execute?
• E:
Do we have evaluation to know if it's working — and working equitably?
If any answer is "no," that's not a failure. It's a capability gap — and it can be built.
